The Loyalist Conspiracy are an organization of disgruntled Dunwall citizens, headed by Farley Havelock, who plan to overthrow the Lord Regent, Hiram Burrows, and believe that Emily Kaldwin is the rightful heir to the throne. Their base of operations is at the Hound Pits Pub.
