The Dressmaker is a minor character found in The Brigmore Witches DLC. Once a tailor for the elite of Dunwall - including the Kaldwins and the Boyles - arthritis has left him unable to continue his craft.
He lives in a high rise apartment in Drapers Ward, and is one of the area's final remaining inhabitants after its descent into gang warfare. He once acted as a tailor for the Kaldwin family, as early as Jessamine Kaldwin's youth, and knew both her and Delilah Copperspoon when they were children. He greatly adores Emily Kaldwin, keeping a lock of hair and some of her drawings as mementos.
Before the events of The Brigmore Witches, the dressmaker was visited by Delilah, who rendered him unable to move, carved sigils into his walls, and stole the lock of Emily's hair.
