An alarming number of citizens have been murdered in recent days! It is the work of the Crown Killer, a copycat, or someone else? As usual, the Grand Guard is doing nothing to stop the violence, having uncovered no significant clues. So it saddens and angers me to report that the terror spree is likely to continue.
This is the corruption, sloth and incompetence that we've come to expect under Duke Luca Abele and the once-proud Grand Serkonan Guard. The usual statements have flown from various bureaucratic offices, advising us to "be alert to anything odd" and to stay in our homes when possible. More smoke and noise, making it quite clear the Grand Guard has no hope of catching the villain and ending this crisis of wanton violence!
So for now, dear readers, I'm afraid we're on our own. We can only look to each other should a deranged miscreant come knocking in the night!

This newspaper article can be found in the apartment opposite the black market shop in the Palace District during the mission The Grand Palace. It is only available if Corvo Attano or Emily Kaldwin have killed many civilians before the mission.
