Overseer with a music box.
This Music Box is a device worn on the front of the torso by Warfare Overseers, which can prevent the use of any supernatural abilities within range and send out a sound wave barrier to keep the player away. As such, the assassin Corvo Attano is required to use his ranged and melee weaponry to combat them. It is best advised to take them out first as once alerted only the Tallboys are more deadly.
