Meagan Foster is the one-armed captain of the Dreadful Wale and an ally to Corvo Attano and Emily Kaldwin during the events of Dishonored 2.

At the beginning of Dishonored 2, Foster helps either Corvo or Emily escape Dunwall after the coup at the throne of the Empire and sails to Karnaca, the heart of the conspiracy. There, she provides them with information regarding their targets, as well as offering a base of operations in the form of the Dreadful Wale.

She is friends with the natural philosopher Anton Sokolov and the mine baron Aramis Stilton. It is at her request that either Corvo or Emily rescue Sokolov from Kirin Jindosh, Grand Inventor to the Duke of Serkonos.

In addition to missing her right arm, Foster is also missing her right eye. On an audiograph she recounts that on the day that Stilton had disappeared, while she was looking for him, she was attacked by members of the Grand Guard; although she was maimed, she escaped with her life after killing several of the guards. She recounts this experience to the protagonist if spoken to after her briefing in the Dust District. Should the course of history be changed by rendering Stilton unconscious, preventing him from partaking in the ritual which causes him to go mad, Foster will have no reason to look for Stilton and thus keep her arm and eye in the present day.

After returning to Dunwall with the protagonist, she will fall back to her old life and sets out to find 'the closest thing she'd ever known to family'.

Foster is secretive and businesslike. She expresses a great deal of regret for mistakes she made in her past. Her softer side is shown in her devotion to Sokolov, her friend and father figure. It also seems that she was never really able to leave her past and identity as Billie Lurk behind, which is further evidenced when she returns to her former life at the end of Dishonored 2, given that the protagonist did not kill her.

The Heart describes her as being very angry, and that her rage hides things.

  • Foster can be killed aboard the Dreadful Wale during the mission Death to the Empress.
  • When eavesdropping on Meagan during Death to the Empress, she admits to killing Duke Luca Abele's brother, Radanis Abele, long ago.
  • Meagan is bisexual.[2]
