It can be found on the table near the guest quarters in the Dreadful Wale after Emily Kaldwin or Corvo Attano first awake at the beginning of Edge of the World.

• Both notes activate a small side objective. For the first, Emily or Corvo must unblock and open the storage room door. For the second, they must locate the crank-wheel and shut off the water supply.
