The Mad Survivor is an insane survivor who lives in an apartment behind Pratchett's House. He is obsessed with a rune in his possession, building an Outsider shrine in his apartment to display it. He can be seen shouting to the street below, as if sermonizing.

He writes three separate journal entries, which describe how he came to possess the rune, why he crafted his shrine, and his "defense" of the rune against his thieving cousin.  Corvo Attano will be attacked by the Mad Survivor if he is caught trespassing in his apartment.
