Emily Kaldwin uses Far Reach.

Far Reach is the supernatural ability to shoot a long tendril from one's hand, allowing access to high and difficult to reach areas. It works similarly to a grappling hook and rope, requiring Emily Kaldwin to use a tether to pull herself to a fixed location.[1] This power is granted to Emily by the Outsider. In the trailer for Dishonored 2, Emily Kaldwin is shown in the trailer using Far Reach with no limited range, unlike Corvo's Blink.
