Eli is a character in Death of the Outsider and can be encountered during the mission The Bank Job.
Death of the Outsider
Eli is a member of the Eyeless Gang. After city administrator Jacobi has been robbed off his vault key by Billie Lurk or has, additionally, been exposed as a murderer, Eli along with Juliet are ordered by Dolores Michaels to clean up the mess and to make sure there will be no problems in the future on Jacobi's part on the murder of Eleuterio Cienfuegos.
When Billie later arrives at Jacobi's office, she can find Eli and Juliet searching Jacobi's office for notes and other stuff, they are disposing every evidence and connections of his involvement with Eyeless gang. Jacobi can be found hanging from the ceiling or lying behind his desk in a puddle of blood with a vial of Cienfuegos' blood in his hand, having committed suicide. While Eli is searching around the office, then Juliet starts showing interest in one of Jacobi's possession - a piece of the Void kept in a vacuum container, after a while he and Juliet checks around in the office.
