Cecelia is a servant at the Hound Pits pub, who is first encountered when Corvo Attano arrives at the Loyalist hideout. There, her job appears to be the establishment's housekeeper, as she cleans the beds and plates and sets out food for the Loyalist members.
Before the plague outbreak, she lived in an apartment in the Flooded District. Also, Cecelia keeps a secret key to an abandoned apartment near to the Hound Pits, which she uses as a safehouse and as a means to stay hidden when City Watch guards invade the pub during the course of Dishonored.
- She is shown to have a romantic/marital interest in Piero Joplin, and she also desires to become the owner and manager of the Hound Pits.
- When examined with the Heart, it reveals generic responses heard when examining female survivors.
- In The Loyalists, she will escape the execution in Hound Pits Pub with different reasons.
- She may be related to Treavor Pendleton, who in his dying moments, in a high chaos playthrough, will mention how ironic it is that "Cousin Cecelia" is going to inherit his fortune. This would make sense, given her comment that her apartment was in the Flooded District, which a note implies costs an extreme amount of money, even for a small one.
