Alfa is a female survivor encountered in the Flooded District, who has taken up residence in a run-down flat near the rail station. She tells Corvo Attano that she is infected with the plague, and came to the Flooded District to live out the rest of her days in peace without infecting anyone else. A letter found in the flat suggests that this move was against the wishes of her family.
She informs Corvo of the trains that come through the area and opens the window of the apartment for him, allowing him to see how they can be accessed.
